| Alaska has attempted to establish a state lottery for the purpose of generating revenue for the state. A state lottery doesn't seem to be in Alaska's future any time soon. Other states that do not have lotteries are Alabama, Arkansas, Hawaii, Mississippi, Nevada, North Carolina, Oklahoma, Utah and Wyoming.
